Municipal Fire Prevention

Municipal Fire Prevention provides a coordinated approach for public, private, voluntary and community sectors in identifying fire risks, specifying who is responsible for those risks and how those risks are to be treated.

Municipal Fire Prevention is a statutory responsibility of all municipalities falling within the country area of Victoria. The CFA Act 1958 provides the head of power, CFA provides policy, planning leadership, standards for training and best practice in Municipal Fire Prevention. CFA also carries the audit responsibility for Municipal Fire Prevention Plans.

CFA is represented by its regional & district staff, brigades and groups on Municipal Fire Prevention Committees.

The CFA Act requires municipalities to prepare and maintain a Municipal Fire Prevention Plan (MFPP).

The MFPP must be in accordance with the advice and recommendations of the Municipal Fire Prevention Committee.

The plan:

  • identifies areas, buildings and land use in the municipality, which are at particular risk in the event of fire.
  • specifies how each identified risk is to be treated, and
  • specifies who is responsible for treating the identified risks.

The plan needs to be up to date and accurate. CFA must audit the MFPP of every municipality in the country area of Victoria at least once every three years. The audit checks the compliance of MFPPs with the legislative obligations set out in Section 55A of the CFA Act 1958.

Municipal Fire Prevention Officers (MFPO)

Municipal Fire Prevention Officers (MFPOs) are Council employees with responsibilities under the CFA Act for fire prevention. MFPOs may delegate their powers to Assistant Fire Prevention Officers. MFPO's work at the local council offices.

MFPOs act as the executive officer of the Municipal Fire Prevention Committee (MFPC). They also issue permits to burn and fire prevention notices in their municipality. If you have any queries regarding these matters you should contact your local MFPO.
